DTI harmonizes programs with TESDA, CDA to bring quality services to the public

LOAKAN, Baguio City—Pursuant to Department Order No.19-49 issued by the Department of Trade and Industry (DTI), the DTI in the Cordillera region conducted the first collaborative project with the Technical Education and Skills Development Authority (TESDA) and Cooperative Development Authority (CDA) in the form of a trainer’s training. “Community based training for out of school youth, housewives and primarily addressed to the poor and marginalized groups. This is one area where our agencies could collaborate,” said Engr. Manuel Wong, TESDA acting regional director on Wednesday. During the trainer’s training, Wong presented the value chain framework of TESDA. He noted, “With the program of TESDA, the value chain analysis could be pictured as the individuals or cooperatives availing trainings that are expected to apply the skills gained in possible entrepreneurial endeavors with the assistance of CDA and DTI.” He also said that the involvement of other agencies will be critical to make the whole value chain work. It can be recalled that President Rodrigo Duterte issued Executive Order (EO) 67 effectively transferring TESDA from the Office of the President (OP) to the Department of Trade and Industry (DTI) to, among others, promote greater efficiency, agency convergence and participatory governance in the delivery of essential public services. TNK is the DTI's blueprint for decent job creation in the Philippines through employment and entrepreneurship for 2017-2022. Value Chain Analysis as a tool DTI regional director Myrna Pablo said that the value chain analysis (VCA tool) serves as a strategy for pushing the industry sectors and the trainer's training a means to increase the number of qualified trainers/facilitators, and advocates. “DTI, together with TESDA and CDA, we have agreed to implement harmonized programs particularly on TNK to ensure the delivery of quality services to the grassroots level,” she said. On the other hand, assistant regional director Grace Baluyan emphasized that the main goal of this tool is to improve over-all profitability with the use of the value chain approach. On April 25, 2019 the three line agencies met and agreed to conduct an initial capability building program for the employees focused on the sharing of their respective mandates and workshop on value chain analysis.

The activity was realized on May 16, 2019 when the officials and senior staff of the three agencies participated in the VCA trainer’s training hosted by DTI-CAR.
