To produce highly competent graduate equipped with 21st century skills through high quality/responsive and inclusive TVET programs.

Enhance quality TVET delivery to produce income-earning graduates for sustainable development.

        The Provincial Training Center is  located at Tambingan, Sabangan, Mountain Province. It  was built on a 5,960 square meter out of the one (1) hectare lot donated by the Botake and the Likigan clan of Sabangan, Mt. Province. During the early operation of the Center, the road was almost impassable then as a barangay road.  However, the late Congressman Victor S, Dominguez, realizing the importance of this skills training center, allotted funds for the cementing of this road. Other improvements funded includes water works and a concrete pathway going to the Center from Nakagang via the other side of the same mountain.

            The original building is  concrete and one-story with steel roofing and a mezzanine floor. The total floor area of 600 square meters was utilized as training area for four qualifications namely: Carpentry, Automotive, Electrical and the Garments trades. The National Manpower and Youth Council (NMYC) managed its operations  from  1992 to August 1994 prior to the birth of  the Technical Education Skills Development Authority (TESDA). No major renovation nor additional building was introduced due to lack of funds as its training operation had been dependent  on the training fees collected from the enrollees and the assessment fees from the competency assessment activities.

 

       The construction of the administration office under the and cementing of the ground were introduced. With the creation of TESDA in 1996, this center becomes the training arm of the authority in the province. With minimal budget on training cost few physical improvements was accomplished. However, with the implementation of TESDA scholarship programs from PGMA (2008) to the present such as STEP, TWSP, major improvements have been accomplished thru training-cum production scheme. This includes the following: two waiting sheds, Guard house, Renovated Comfort rooms, Renovated Administration Office, Staff house, Lecture room for automotive, lecture and workshop area for SMAW, Bread and Pastry Production area and lately though unfinish includes extension workshop area for automotive & electrical, Outside restrooms and Visitor lounge area.
